Speech at the Celebration of the 30th Anniversary of the Development and Opening of Pudong District


11.12 Xi Jinping delivered a speech at a ceremony commemorating the 30th anniversary of the development and opening of Pudong District, Shanghai on 12 November. In his speech, Xi recounted how the Chinese Communist Party leadership first adopted a policy to develop and open Shanghai’s Pudong district 30 years prior. Xi offered his “congratulations and cordial respects” to Shanghai’s cadres and people, and offered thanks for the “consideration, support, and participation” in the “opening” and development of Pudong District, Shanghai to compatriots from Hong Kong, Macao, Taiwan, and overseas Chinese, and people from all nations. Xi described the commitment of “Comrade Deng Xiaoping, [who] personally directed the opening of Pudong, and the substantial impact of his leadership.” Xi stated that the development and “opening” of Pudong had implications for the “development of Shanghai, the Yangtze River Delta, and the Yangtze River Region.” The 14th Party Congress emphasized how the opening and development of Pudong District served as a “water tap” and would promote further development of the riparian cities of the Yangtze. Xi added that Pudong District has “creatively implemented the policy decisions of the CCP Central Committee and achieved remarkable accomplishments.”


Xi listed a number of priorities articulated by the Party center in a law on the continued “opening” and development of Pudong District. The first priority tasks Pudong with acting as an “engine of innovation and to develop new heights of independent innovation.” The second priority emphasized the importance of “strengthening integrated reform systems, and activating high quality development and new impetus.” The third priority is to “deepen high quality systemic opening, and to strengthen international cooperation and to create superiority in international competition.” The fourth priority is to “strengthen the global resource allocation capacity [which can] serve to construct a new pattern of development.” Lastly, the fifth priority is to “improve the modernization of urban governance and [to] initiate [a] new phase in the construction of the people’s urban [lives].” Xi concluded his speech by praising the “gloriousness” of Shanghai and asserting the belief that Shanghai will “certainly produce marvels that warrant worldwide attention, and Shanghai will emerge as a new manifestation of socialist modernization.”

 

Propaganda Work


Comrade Xi Jinping Publishes Discussing The Party's Propaganda and Ideological Work


11.10 The People’s Literature Publishing House published Xi Jinping’s Discussing The Party's Propaganda and Ideological Work, a book that holds 52 essays, some of which were published for the first time. According to Xinhua, Xi Jinping put forth a series of new ideas, new viewpoints, and new conclusions on deepening everyday understanding of the CCP’s propaganda and ideological work in the new era. The book explains that building a socialist cultural power, realizing the "two centenary" goals, and the Chinese dream of the great rejuvenation of the Chinese nation are of great significance. According to Xinhua, the book demonstrates how the ideological unity of the party and society is consolidated by socialism with Chinese characteristics, the Chinese dream being deeply rooted in the hearts of the people, and the promotion of Chinese values and traditions, and other ideological and cultural improvements.


The Party Secretary Must Consciously Take the Lead


11.11 An Anhui military commissar published an article in Qiushi discussing the importance of the party secretaries within the military the need to clearly understand the position’s importance and status, strengthen self-discipline, and always insist on leading by example. The author then defines certain responsibilities for party secretaries:


  1. Achieving the “two upholds” (两个维护). Party secretaries must always adhere to the party banner, the party's direction, and the party's will. Being one with the party is reflected in the results of one’s work.

  2. Strengthening ideals and beliefs. Party secretaries must use scientific theories to arm their minds and continuously cultivate spiritual homes. The party secretary is a guide that guards the original aspiration and a forerunner that keeps the mission in mind.

  3. Improving political capability. The leadership of the party committee is primarily ideological and political, for the purpose of maintaining the party’s leadership over the military. The party committee secretary must have a political backbone (主心骨), always maintain absolute loyalty to the party, refrain from political shows and “pseudo-loyalty (伪忠诚).” Third, it is necessary to allow political tests to create a new culture of purity and remove corruption within the party.

  4. Improving work skills. If the party committee secretary wants to be more intelligent and a better worker than others in the unit, they must be good at learning and summarizing a wide variety of information.

  5. Adhering to organizational principles. As the final decision maker of the party committee, the party secretary needs to act with the principles of the party spirit and keep collectivism in mind, but also operate within organized procedures.

  6. Promoting democracy within the party. The secretary of the party committee is the organizer of party committee activities and is first among members who are responsible for collective leadership, so they must listen to the opinions of committee members and participate as ordinary members before making decisions on major issues.

  7. Improving the work style. Party leaders need to be on the front lines to better personally observe and experience the situation. However, they must also use ruthless strength (狠劲) to take command. Finally, successful implementation is an important link in evaluating work style.

  8. Maintaining integrity. The secretary of the party committee must be an all-around champion on the battlefield of clean government and self discipline, and be a magnetic force of strong integrity.

 

United Front Work


Standing Committee of the CPPCC National Committee’s Decision Regarding Holding Commemorative Activities for the 110th Anniversary of the 1911 Revolution


11.12 People’s Daily published a decision by the CPPCC National Committee’s Standing Committee on commemorating the 110th anniversary of the 1911 revolution, which falls on 10 October 2021. The decision briefly summarizes the transformative nature of the 1911 Revolution before stating that the world is “undergoing major changes unseen in a century.” As a result, the 1911 Revolution should be commemorated using the current context. The article says that commemoration requires “look[ing] back at more than 100 years of the Chinese people’s arduous course of unremitting struggle for national independence, national prosperity, people’s happiness, and reunification of the motherland,” among other things. The 13th CPPCC National Committee decided that: First, there will be a meeting on commemorative activities for the 110th anniversary of the 1911 Revolution. Second, a preparatory office will be established with Zhang Qingli (张庆黎) as director and Li Bin (李斌) as deputy director.

 

International Liaison Work


11.10 The International Department of the Central Committee held a briefing on the spirit of the fifth plenum for more than 100 high-level officials from over 60 countries.


11.9 Assistant Minister of the International Liaison Department of the CPC Central Committee Zhu Rui gave a speech for 23 leaders of left-wing political parties in 10 Arab countries at the opening webinar ceremony titled “The Two Ideologies in the Post-Coronavirus Era.”


11.10 Minister of the International Liaison Department of the CPC Central Committee Song Tao hosted a webinar for 20 senior officials from Zimbabwe’s ruling party, the Zimbabwe African National Union-Patriotic Front. He congratulated Zimbabwe on its achievements in controlling the coronavirus, and is willing to engage in deeper high-level dialogue to help Zimbabwe make use of the development opportunities brought by the 14th Five-Year Plan.


11.10 Deputy Minister of the International Department of the Central Committee Qian Hongshan, held a video call with members of the Presidium of the Central Committee of the A Just Russia Party, Vice Chairman of the Russian State Duma’s International Affairs Committee Aleksei Chepa, and Secretary of the Presidium of the Party Central Council on International Affairs Alexander Romanovich.


11.12 Vice Minister of the International Department of the CPC Central Committee Qian Hongshan held a video conference with Aikyn Konurov, leader of the Communist People's Party of Kazakhstan.
